The codex activates after Abel Ioveanu leaves the MC's house so you'll have to replay that. 

After August/Kosta arrives you can go in Personal files and at the bottom of the page, beneath the saved files link, should be the codex. 

It contains Risk classification, Relationship status and the Clues you're starting to gather, along with other info. The relationship page will eventually have more characters.
